After the City's disastrous handling of the first snow storm of 2011, one has to keep a sense of humor with a projected bigger snowfall having started tonight. The Daily News reported that the earlier snowfall resulted in an 81% decrease in auto thefts over last year so perhaps that was Bloomberg's plan all along - if the cars can't be moved, they can be ticketed but not stolen.
